To some extent it is good that Obama sees trade as zero-sum game. The problem is that it seems that the conflict is seen merely between the US and its trade partners, and not as one that affects workers, firms, and investors in different ways. For example, the North American Free Trade Agreement (NAFTA) clearly hurt workers in Mexico and the US, while corporations have thrived. Obama said before the elections that he would seek to renegotiate NAFTA, but he has backed away from that statement, during his recent trip to Canada. It seems that from that perspective there is a great continuity with the previous trade agenda.
